"Atwater was one of [several] commissioners appointed to negotiate with the Indians. This treaty ceded most of the lead region in southwestern Wisconsin and northern Illinois to the U.S. for $500,000 to be paid over 30 years, plus $30,000 in goods and $20,000 in damages for intrusions by squatters." A minister and then a lawyer, Atwater had studied and written about the earthworks of the Hopewell and Adena Indians in Ohio. This work concentrates heavily on the tribes of Wisconsin and the Upper Mississippi River.
